Our Man at the Helm

Mr. Rogelio “Ogie” Decal, Chairperson, CBMPC

No vision is clearer than what he has, no sense of direction more accurate than what he possesses.

The man at the helm guides the vessel through calm seas and turbulent storms. He grips the wheel with authority and confidence, steering it steadfastly along its intended course. The fate of the organization he leads lies not just on strategy or circumstance, but on the strength of his character. The success or failure of the organization depends on the integrity of the captain who navigates its course.

The man at the helm of our organization is Mr. Rogelio Decal, who has been serving as Chairperson of CBMPC since 2016. He has held this position, entrusted to him by the membership, for nearly ten years. Before this, he was elected director in 2006 and served as Vice-Chair from 2010 to 2015.

Known as Chair Ogie by his friends and peers, he is well-versed in the cooperative movement and community service. Currently, he is the independent director of Bank of Hope, Inc. in Plaridel, Misamis Occidental. In addition, he has served as chair of Llano Multipurpose Coop in Caloocan, chair of Safer MPC, director of Phil. Coop Center, chair of Federation of Peoples Sustainable Development Cooperative, member of the Board of Trustees of Peace & Equity Foundation and Eclof Philippines, chair of Eclof Finance Corp., director of Coop Bank of La Union and chair of the Business Development Committee of Sariaya Multipurpose Coop.

Our leader is exceptional. His solid experience of nearly two decades in cooperative development, along with his impressive academic achievements, put him in a strong position to lead our cooperative to its current success.

He graduated with Latin honors from the University of Sto. Tomas with the degree of BS Accountancy. He placed 17th in the CPA Board Examination in 1969. Recognizing the strides he made in the field of community service, his alma mater awarded him the Outstanding Alumnus in the field of Community Service in 2019.

He has introduced major innovative projects during his tenure at the CBMPC. One of these is the acquisition of a condo unit by the coop. This was acquired for the purpose of housing the coop office, since rent in its previous office location is quite high. In 2020, CBMPC relocated to our present office site in Pope Pius, as the condo is not yet ready for occupancy then. CBMPC is now studying if it should pursue relocation to the condo unit or offer the unit either for rent or sale. The coop also acquired a residential lot in Las Piñas and constructed an apartment building thereon. These two major investments in real estate would generate additional income for the coop. Moreover, in July 2021, CBMPC started to float fixed-rate, tax-free bonds with quarterly interest payments to fund its various projects such as lending and other activities. This bond flotation provided not only investment opportunities for our members but also allows them to use these bonds as collateral for loans with the coop. In fact, we are the only cooperative which has issued bonds, a project lauded by one of our members and former LBP Senior Vice President, Mr. Antonio Hernandez (+).

His goal is to be remembered for successfully turning around our coop into a profitable organization that serves its members and ultimately setting the record for being a centennial cooperative.

Despite his impressive record at CBMPC, he does not intend to stay long-term. He states, “I am an advocate of succession planning, and I hope to pass on the leadership to our younger directors next year.”
